Prior to the passing of the Nebraska Legislature bill 692 in July of 2001, Nebraska lacked stable funding for public health activities. This bill marked the beginning of public health coverage for the entire state, a bill intended to encourage the formation of District Health Departments and cover the entire state of Nebraska with a public health department. At the same time, a public health assessment process was started known as Mobilizing for Action through Planning and Partnership (MAPP). This planning process heightened the awareness and understanding of local community needs through partnerships, resulting in moving toward a healthier and safer community.
